Governance of RE Sector

The governance framework in the energy sector (and RE sector in particular) is quite complex. Government decision-making on energy at the Central level is distributed between the Ministry of Petroleum and Natural Gas, the Ministry of Coal, the Ministry of New and Renewable Energy (MNRE), the Ministry of Environment and Forests, the Ministry of Atomic Energy, and the Ministry of Power.

 

While the MNRE is responsible for policy creation and promotion of renewable energy program in the country, the Ministry of Power is responsible for the legal framework around electricity generation and transmission. The responsibility for comprehensive rural electrification (including quality of power and collection) is shared between two different ministries, which sometime leads to confusion and ineffective coordination. Further, being a concurrent subject under the constitution, the states share powers with the Centre for energy development as well as environmental regulation.

Role in RE Sector

Central Government Bodies/Institutions

-   The Ministry of New and Renewable Energy (MNRE) is the nodal Ministry of the Government of India for all matters relating to new and renewable energy. The broad aim of the Ministry is to develop and deploy new and renewable energy for supplementing the energy requirements of the country. - MNRE operates through state-level nodal department and agencies.

-   Ministry of Power (MoP) is responsible for designing policies for grid-connected power supply from RE projects.

-   Ministry of Environment and Forests (MoEF) is a nodal agency for the planning, promotion, co-ordination and overseeing the implementation of environmental (and forestry) programs.

-   Department of Science and Technology is responsible for research and development of RE technologies.

Regulators

-    Central Electricity Regulatory Commission (CERC) regulates the tariff of generating companies owned or controlled by the Central Government. (this includes tariff that state government bodies pay for renewable energy)

-    State Electricity Regulatory Commissions (SERCs) take measures conducive to an efficient electricity industry in the state, safeguard interests of the consumers, and provide advice to the Government.

Financial Institutions

-      The government owned financial institutions such as Indian Renewable Energy Development Agency (IREDA), Power Finance Corporation (PFC), Rural Electrification Corporation (REC), provide concessional finance for renewable energy projects.

-      Private financial institutions and banks (nationalized and private) provide loans to RE projects on commercial terms and conditions.

Multilateral agencies

-      Multilateral agencies such as World Bank and United Nations are formed under inter-governmental agreements and provide operational support, best practice adoption support, capacity building, and low cost financing for the renewable energy projects.

Equipment Suppliers

-   Equipment suppliers liaison with the government agencies, R&D organizations,

     implementation agencies, financial institutions, to participate in schemes for import, 

     design, and provide RE equipment to consumers. They often work with nodal 

     agencies to participate in state-level schemes.

Industry Groups/ NPOs/NGOs

-   Industry forums such as Confederation of Indian Industry (CII) work towards the

     growth of RE industry, partnering industry and government alike through advisory

     and consultative processes.

-    NPOs and think tanks such as Winrock International, The Energy and Resources

     Institute (TERI), Development Alternatives, work towards promoting sustainable

     development through project implementation (for multilateral agencies) and capacity

     development in the renewable energy arena.

Research Organizations

-      MNRE funded technical institutions such as the Solar Energy Centre, Centre for Wind Energy Technology, and Sardar Swaran Singh National Institute of Renewable Energy work as technical focal points in key RE technology areas.

-      Educational institutions such as Indian Institute of Technology (Department of Energy Studies help government agencies through R&D efforts and RE training and development initiatives.
