India’s Reiterates its Stand on Climate Change...

 

Even though there is mounting pressure on India to come up with a binding commitment on emissions, Prime Minster recently quite unequivocally reiterated the country’s stand on climate change issues through his speech at the launch of the India’s National Action Plan on Climate Change. If it is any consolation to the parties mounting pressure on India, the National Action Plan on Climate Change categorically states that India's per capita greenhouse gas emissions will "at no point exceed that of developed countries." At the current carbon-di-oxide emission level of less than one-tenth of that in the US, the current statement is a “stern” (and sarcastic) message to the west that India, under no circumstances, will even flirt with the idea of choosing climate change over development.  

 

As rightly pointed out by the Prime Minster during his speech, India must use more energy to lift its population from poverty and that its per-capita emissions are a fraction of those in rich nations, which have burnt fossil fuels unhindered since the industrial revolution. India's per-capita emissions of carbon dioxide, the main greenhouse gas, were 1.2 tons in 2004, compared with 20.6 tons for the United States for the same year, according to U.N. data. India, whose economy has grown by 8-9 percent annually in recent years, contributes around 4 percent of global greenhouse gas (GHG) emissions.

 

The National Action Plan provides a broad framework to deal with the threat of global warming, focusing on renewable energy for sustainable development while refusing to commit to any emission targets that risk slowing economic growth. The Plan identifies harnessing renewable energy, such as solar power, and energy efficiency as central to India's fight against global warming and prescribes setting up of a climate change fund to research "green" technologies.

 

While India’s stand of development-over-climate change was spelt out clearly by the PM, he added that India was not rigid and would try to make a gradual shift from fossil fuels to renewable sources of energy. "Thus the Plan is not a fixity," he said. "It is meant to evolve and change in the light of changing circumstances." At the moment, central to India's climate change plan are energy efficiency, harnessing of solar energy, conserving water, sustainable agriculture, sustaining the Himalayan ecosystem and sustainable habitat to create a "green India". "Our people want higher standards of living," Singh said, "but they also want clean water to drink, fresh air to breathe and a green earth to walk on."

 

The message I guess is loud and clear – India is all for steps to control climate change, but not at the cost of its development.

Maharashtra clears land for 100 MW wind mills

According to the Maharashtra state agency, in the last six months, the directorate of industries has cleared land acquisition proposals for wind power generation capacity of over 100 MW spread over an area of 258 hectares while applications for around 150 MW are pending with the state. The projects include 20 MW wind mill at Sangli to be set up by Europe-based independent producer of renewable energies under its subsidiary Theolia Wind Energy. Another is a 24 MW wind mill to be set up near Solapur by Jaiprakash Associates. Reliance Innoventures Private Ltd, an ADAG-promoted company, is setting up a 45 MW project at Chandrapur while a 15 MW project by Naman Developers is to come up near Nashik. According to the department, once the permission is given, the companies have to apply to the Maharashtra Energy Development Agency, a state-government body for development of renewable energy and facilitation of energy conservation, for infrastructure and feasibility clearance.

 

DLF proposes green housing project off Kolkata

Real estate developers DLF and the Kolkata-based Siddha Group have approached the West Bengal Renewable Energy Development Agency (WBREDA) to set up environment-friendly green residential clusters at Rajarhat near Kolkata. These two projects, with 400-500 units, involve an investment of around Rs10 billion each. The units would have solar panels on the terrace to generate power for residential use; excess power, if any, would be sold to the state grid. The two proposals come close on the heels of WBREDA's Rabi Rashmi Abasan project, India's first commercial solar housing scheme.

 

5,400 small hydro power sites identified

The MNRE has reportedly identified small hydro power sites that need to be exploited at the earliest to generate more power using renewable, natural and pollution-free sources. The government has so far identified more than 5,400 small hydro power sites in the country with combined capacity of potentially generating 15,000 MW of power.

 

Pachauri seeks ban on kerosene oil subsidy

Amid growing concerns over rising fuel prices, RK Pachauri, head of the Intergovernmental Penal on Climate Change (IPCC) has sought abolition of subsidy on kerosene oil used in lamps, asserting that it was against climate change mitigation policy. According to RK Pachauri, "Kerosene subsidies while having aided the poor to obtain light in the past are not only incompatible with the climate change mitigation policy but also becoming exorbitant in terms of social costs due to rising fuel prices." He is of the opinion that instead of providing subsidy on kerosene oil-based lamps, efforts should be made to promote renewable energy resources such as solar lantern and photovolatic cells. Hailing the recently released National Action Plan on Climate Change which pushes for solar energy, he said one of the key aspect of promoting renewable energy was to divert resources allocated to distorting subsidies' for non-renewable fuels, particularly if they are being misused.

 

30 million solar lanterns to help tide over kerosene oil crises

The MNRE has planned to acquire about 30 million solar lanterns in different phases to replace kerosene oil lamps used by majority of people in villages. Presently the centre is giving over Rs 30 per litre subsidy on kerosene. It is being sold at Public Distribution System (PDS) at Rs 9 per litre. The total subsidy was to the tune of Rs 390 billion per annum. If the petroleum ministry takes drastic steps of reducing at least 20 per cent consumption of kerosene oil, it will save Rs 80 billion. The ministry is aware of k-oil blending in petrol and thus subsidy is not much of use. Last month, (MNRE) convened a meeting of manufacturers of solar lamp and lantern to explore the availability and drew a conclusion that once demand for solar lanterns would pick up, they would be ready to increase production. Electronics Corporation of India, BHEL, Tata and other companies were presently manufacturing solar lanterns with government clearance.

 

Tanti group floats JV to buy Chinese energy company Honiton

Suzlon chairman Tulsi Tanti has unveiled a joint venture with Bahrain-based Arcapita Bank to acquire China's Honiton Energy, even as ICICI Bank backed India's wind power tycoon with financing. The estimated $400-450 million buyout is being done through Tanti Group of Companies, which is a majority shareholder in Suzlon Energy. Reportedly, Mr Tanti's investment company, Singapore-based Colossus Holdings, will keep 26% stake in the joint venture acquisition vehicle, leaving the remaining majority shares in the hands of Arcapita. This will see Mr Tanti taking around $100 million exposure in the Chinese acquisition.  ICICI Bank is believed to have extended around $120 million financing to Colossus, which may be employed for Honiton buyout.

 

Indowind to set up a unit in UAE

Indowind Energy Ltd, a Chennai-based wind power entity, has decided to set up a subsidiary or joint venture in the United Arab Emirates. 'The proposed company would carry out business related to renewable energy and manufacture, sell and install power generating equipment, machinery and plants.

 

UL Labs to set up facility for PV plates testing

5 July 2008, Indian Business Insight

US based Underwriters Laboratories (UL) proposes to set up a state-of-art solar photovoltaic (PV) plates testing laboratory in India. PV plate converts light directly into electricity. UL, a product testing and certification company, intends to set up the facility at its existing unit in Bangalore. The new laboratory will increase the testing capacity for renewable energy industry and also enhance exports of PV plates.

 

Wind turbine gearbox manufacturing unit will come up at Coimbatore

29 June 2008, The Hindu

The Tamil Nadu Government has signed a Memorandum of Understanding (MoU) with Hansen Drives Ltd., a subsidiary of the Belgium-based Hansen Transmissions International N.V., to establish a wind turbine gearbox manufacturing facility at Karumathampatty near Coimbatore. The Rs15 billion unit will come up on 61 acres at the Hi Tech Engineering Special Economic Zone in Coimbatore. The promoter is Sulzon Infrastructure Ltd, part of Sulzon Group. The plant, which is expected to provide employment to more than 800 people by the end of 2010, envisages manufacturing gearboxes for 1.5MW-3.0 MW wind turbines. It will reach full capacity in 2012. The total installed capacity will be 2,500 gear units a year.

 

Wind power producers to get 50 paise per unit incentive

The Ministry of New and Renewable Energy, Government of India, has announced a generation-based incentive of 50 paise per unit of electricity for investors not having access to benefit of accelerated depreciation. The government intends to attract new and large independent power producers to invest in wind power generation. Grid interactive wind power generation plants with a minimum installed capacity of 5 MW are eligible for the incentive for a period of ten years, provided they are certified by the Centre for Wind Energy Technology.

 

Rs 140 billion solar power plant coming up at Vizag

The Velankani Group will set up a mega renewable energy manufacturing facility at Visakhapatnam. The company expressed its willingness to set up a Silicon Complex, first of its kind in India, for manufacturing Chlorosilanes, Polysilicon and other silicon compounds for semiconductor and photovoltaic solar markets at Visakhapatnam. AP Invest, a nodal investment promotion agency of Government of Andhra Pradesh was actively deliberating with the Velankani Group for the past three months for setting up of Slicon Complex in the State. The State Government has provided 150 acres and ready to give another 80 acres. The group will reportedly invest Rs140 billion in the proposed integrated project over a period of next seven years starting from August this year, of which Rs13.5 billion would be invested in the first two years of its operation in Visakhapatnam.

 

PM asks Ministry of Renewable Energy to draft guidelines

Prime Minister Manmohan Singh has reportedly asked the Ministry of New and Renewable Energy to draft schemes and guidelines for the introduction of renewable energy certificates to encourage states to promote and trade in renewable energy. At a meeting of the Energy Coordination Committee chaired by him, Singh underlined the importance of developing renewable energy in India. He authorised the Ministry of New and Renewable Energy to draft schemes and guidelines for the introduction of Renewable Energy certificates to encourage states to promote and trade in renewable energy. Singh said the Centre will soon set up a solar energy mission and promote the use of solar lanterns across the country.
